Similarly, Rome, Italy, has long embraced a legal framework that safeguards free-roaming cats and supports public participation in their welfare. These international successes demonstrate that effective policies can balance the needs of cats, communities, and local governments.

Promoting Trap-Neuter-Vaccinate-Return (TNVR) as the primary method for managing stray and feral cat populations, preventing unnecessary euthanasia.

Supporting policies thatrecognize and safeguard the rights of managed cat colonies, ensuring they receive proper care and oversight.
3 Holding MunicipalitiesAccountable
